Candace Bullard is the daughter of Bill and Jeanne Bullard. She graduated from high school in Pierre, South Dakota, before earning a Bachelor of Science degree in business management and marketing from Rocky Mountain College in Billings, Montana, where she graduated with honors. She also studied at the Sorbonne University in Paris, France. Bullard was a part-owner of Tea City and Cupcakes, a local family business in Billings, Montana, founded in 2013 and later sold in 2020.
